[WAY 1
1. Make sure your background is transparent.
2. Simply make a text.
3. Duplicate the layer
4. Make it any color you like [Hold shift and click on the text for full fill.]
5. Simply make a 3 inch gaussian blur
6. Repeat the gaussian blur 4 times.
7. Fill in the gaussin blur [Shift + click the edge of the text for full fill]
And thats it!
